Abstract High-speed rail(HSR), as a newly transportation, possesses obvious advantages of quickspeed, comfort and environmental protection, which has pushed many tourists to take. The author explores deeply the mechanism of citizens' behavioral intention of taking HSR from the aspects of boarding motivation, boarding constraints, tries to reveal the relationship among boarding motivation, constraints and constraint negotiation strategies. The findings show that the motivation of quickspeed and constraint negotiation strategies positively influence behavioral intention, boarding constraints negatively influence constraint negotiation strategies and behavior intention. There are mainly two models on boarding intention formation:one of which is emotional, and formed by the strong motivation of speed; the other is mostly rational, based on the motivation of speed and comfort, formed by the judgment of boarding constraints and choosing constraint negotiation strategies, and generating behavioral intention finally. The latter group has strong purpose, and pays attention to the quickspeed of HSR. If there are some constrains, they may consider other transports and give up HSR. According to research findings, some enlightenments can be conducted to utilize HSR in the development of the tourism industry:(1) HSR will soon become a main transportation for people to travel;(2) the tourist destinations along the line of HSR should underline the characteristic of fast transportation with slow tour;(3) tourism enterprises should establish close relationship with the administration of HSR;(4) the government should pay attention to perfect the public service of towns in the joint of the HSR line.
